“Rules for the development, approval and revision of instructions for safety and labor protection by the employer”

The development of the Instructions is carried out by the employer for each profession on the site, in the workshop, service, laboratory and organization as a whole, as well as for certain types of work (work at heights, testing operation) and jobs, according to the enumeration, which compiled by the safety and labor protection department or safety and labor protection specialist (hereinafter – the responsible person) with the participation of heads of interested structural divisions of the employer and representatives of employees.

Requirements Instructions explicate in accordance with the sequence of the technical process, taking into account the conditions in which this work is performed:

      1) general requirements for safety and labor protection:

• conditions for allowable of persons to independent work in the profession or to perform the corresponding work (age, gender, state of health, briefing);
• directions on the need to comply with labor regulations;
• requirements on the implementation of work and rest regimes;
• characteristics of hazardous and harmful production factors affecting the employee;
• standards for the issuance of special clothing and other personal protective equipment for this profession, indicating the designations of state and industry standards and technical conditions for them;
• requirements for ensuring fire and explosion safety;
• personal hygiene requirements that the employee observes when doing work.

      2) safety and labor protection requirements before starting work:

• procedure for preparing the workplace and personal protective equipment;
• the procedure for checking the equipment integrity, devices and tools, fences, alarms, blocked and other devices, protective grounding, ventilation and local lighting;
• the procedure for checking the availability and condition of initial materials (blanks, semi-finished products);
• the procedure for receiving a shift in case of continuous operation;
• requirements of industrial sanitation.

      3) safety and labor protection requirements during work time:

• methods and techniques for the safe execution of work, requirements on the use of technological equipment, devices and tools;
• requirements for safe handling of initial materials (raw materials, blanks, semi-finished products);
• requirements for the safe operation of vehicles, technical devices, containers and lifting mechanisms;
• directions for the safe maintenance of the workplace;
• main types of deviations from the normative technological regime and methods for their elimination;
• actions aimed at preventing emergency situations;
• requirements for the use of protective equipment for workers.

     4) safety and labor protection requirements in emergency situations;

• actions of employees in the event of accidents and situations that lead to undesirable consequences;
• actions to provide medical assistance to injured in trauma, poisoning and sudden illness;
• the procedure for notifying the employer about cases of injury to the employee and malfunctioning of equipment, devices and tools.

      5) requirements for safety and labor protection at the end of work.

• the procedure for safely shutting down, stopping, disassembling, cleaning and lubricating equipment, devices, machines, mechanisms and equipment, and in a continuous process, the procedure for transferring them due the shift;
• procedure for disposal production wastes;
• requirements for complying personal hygiene and industrial sanitation;
• the procedure for notifying the employer of all deficiencies discovered during work.

The revision of the Instructions for professions or types of work is carried out at least once every 3 years.

Instructions are subject to revision ahead of schedule in the following cases:

• upon changes in legislative acts, state standards and regulatory legal acts of the Republic of Kazakhstan;
• when introducing new equipment and technology;
• Based on the results of the investigation of industrial fatality, crashes and catastrophes.
